Finance Department - Carrie Samuels

As the Finance Director, I supervise the finance department, overseeing payroll, accounts payable, accounts receivable, internal control/audit functions and general accounting practices. I prepare, evaluate and produce financial statements for Council and department managers to review.  I am available to assists the Band Administration and Council with the interpretation of financial statements and the development and implementation of financial policies and procedures. I assist with budget preparation and reporting requirements.  I participate in the external audit process each year, ensuring that information is accessed and procedures followed as required.  The Finance Director, in collaboration with the Band Administrator and in consultation with Department/Program Managers, makes recommendations for changes to address surplus or deficits.

Employee:  I have been employed by Old Massett Village Council since May of 1997 when I resigned my position as Administrator of the Q.C.I. Health Care Society and became the Health Director for the new Haida Health Centre.  In 2004, I transferred to the position of Finance Manager until 2011 when I became the interim and then Band Administrator until July 2015.  Much as I enjoyed working in this capacity, when the opportunity arose to return to my former position in Finance, I was pleased to do so.  I reside in Old Massett with my husband, Steve Samuels and both of our daughters currently reside in Vancouver. Tarah continues her education at Langara while Tasha is employed by FNHA.  I enjoy spending time with my grandson Zion, walking with my friends and golfing with my husband.
